Who is absent? Which role or service is uncovered?

Minimum cover is the smallest workable team for a specific period, not a universal headcount. A quiet hour in one format may be a peak in another. The manager has to know which customer-facing and operating responsibilities must still be covered before deciding what can pause.

Start with the store's actual operating requirements. List the roles needed for safe opening and closing, customer service, specialist tasks, appointments, cash or service recovery where applicable, and required management oversight. Follow company procedures and local requirements when setting these roles.

Map those roles against the roster by daypart. Include breaks, deliveries, handovers and predictable peaks. A schedule that looks sufficient on paper can leave a gap when two people take breaks together or an appointment pulls a specialist away from the floor.

Then agree triggers. For example, what changes when the manager receives one absence call, when a second absence occurs, or when a queue forms while the store is already at minimum cover? The response might be to pause a non-urgent task, call an approved back-up, ask for authorized support or adjust service in a way company policy permits. It should not depend on last-minute improvisation.

When the trigger is reached, tell the team what is changing, who owns each essential role and when the situation will be reviewed. Document the gap and escalate decisions beyond your authority. Never hide a coverage problem by leaving required work unowned.
